BSH is an Non-Governmental Organization whose aim is to build stronger health systems and improve quality of healthcare services in health institutions and communities. BSH team believes that well-managed healthcare systems at health facilities and community level ensures quality of services that are always centered to the client needs.
Quality health service is an integral to quality of life. Health services management need multifaceted approach from planning to implementation. BSH approach focuses on enhancing evidence-based policies and strategies through integrated planning approach, assurance of quality work and data management and use. Integrated planning requires multiple factors that range from technical capabilities (knowledge and skills) of the service providers, health services financing mechanisms, procurement and supplies management; and health services demand and seeking behavior of the beneficiaries.
BSH builds her technical approaches on the understanding of:
- The gaps within the health systems,
- Limited availability of resources, and contextualizes solutions to address them.
Again, our approach to those challenges is through:
- Policy dialogue and advocacy for improvement,
- Developing strategies and implementation tools, and
- Availing the technical support required to strengthen the health systems and service provision while advancing “quality health services for all” to those that need them most.
In simple terms, BSH equates to better health services grounded into provision of quality services, good planning for resources, well-managed; and well-functioning health systems.
Areas of intervention
The organization main areas of intervention include but not limited to:
- Provide technical support in capacity building for health managers in leadership, management and governance of health services.
- Provide technical services and facilitation to health institutions and organizations to develop their policies, strategic documents and operational plans
- Provide technical services and facilitation to health facilities to develop their operational guidelines, treatment protocols and service standards including occupational safety and risk management standards.
- Provide services and mentor health institutions and organizations to develop their institutional structures and operational systems for services and employees.
- Provide training services and mentorship to the health facilities teams which are pursuing national and international accreditation program and get them ready for certification.
- Provide technical services to conduct evaluations in health programs and projects using results-based approach.
- Provide technical services to conduct operational researches, workload analysis in health facilities to guide development of staffing plans.
- Provide technical services to institutions and organizations to organize their events like big meetings and workshops.
- Provide training services, facilitation and mentorship of institutions and organizations to conduct HR and financial audits, cost their strategic & business plans.

BSH. is located in City of Kigali in Kicukiro district.
The organization’s main focus is improving healthcare systems and services. It was founded in Rwanda.
Organization structure
BSH has Executive Leadership and a General Assembly as the supreme organ. The executive leadership is composed:
- Executive Director and Legal representative,
- Deputy Executive Director and other supporting staff for the organization.
The EC is in charge of:
- Implementing recommendations and decisions of the General Assembly
- The daily management of the Organizational operations;
- Prepare the annual report of activities of the past financial year;
- Working out budget forecasts to be submitted to the General Assembly ;
- Suggesting modifications to the General Assembly in the statutes and in internal regulations;
- Preparing the sessions of the General Assembly;
- Negotiating cooperation and financing agreements with partners;
- Recruiting, appointing and revoking staff of various services of the Organization.
The General Assembly is the supreme organ of the Organisation. It includes all members of the organisation.
There are three (3) technical committees.

The BSH team is comprised of a dedicated and multidisciplinary group of health professionals that bring together unique and blended expertises in health services management, health policies and strategies development, health workforce planning and management.
Our staff are senior medical doctors and other healthcare practitioners with mixed skills of clinical and public health management together with quality leadership skills. The team also includes highly qualified project managers and finance managers with excellent administration skills. The team shares a common ideology of striving to continuously support quality health services for all through strengthening healthcare services.
Some of the key technical skills of the team at hand for over 10 years include:

- Developing institutional structures, policies and strategies,

Moses AHABWE, MD, MPH
Co-Founder and Executive Director.
Dr. Moses Ahabwe, is a physician and Public Health specialist with over 16 years of experience and achievements in Public Health. He has acquired solid managerial and leadership skills of managing health projects and programs providing technical leadership and strategic directions to achieve expected deliverables. Dr. Ahabwe has a good working experience in supporting ministries of health and health agencies to develop evidence-based policies and strategies for primary healthcare services, child health, planning and management of Human Resources for health, decentralization and governance of health services focusing on improvement of quality of healthcare. He is a health system strengthening specialist with great achievements in implementing health system-strengthening projects of MSH in Rwanda for over 7 years, where he championed to build strong collaborations and good partnership between MSH with other projects and local government authorities; resulting into districts’ owning and supporting project activities, integrating project activities into district plans and owning projects’ achievements (i.e. “Together, we have done it”). Dr. Ahabwe has acquired rich strategic skills of building accountability within local health managers enabling them to coordinate projects and programs activities with emphasis on good communication with other health actors in their districts’ and region, carryout joint planning for their districts’ activities, monitor and evaluate interventions to ensure effective performance and meet the targets. As a health systems specialist, Dr. Moses has strong analytical skills in health services performance analysis using the work volume of each health facility to determine the staffing needs of that health facility to provide required services with quality standards, and provides technical facilitation to the health facilities to improve their performances especially those pursuing accreditation certifications. Dr. Moses has experience of working with international and local NGOs, health profession colleges and institutions, professional associations and councils) coordinating their joint planning and consensus building meetings to address any implementation challenges within the sector.
Dr. Ahabwe also has experience in implementing service delivery programs in primary healthcare in general but with special interest in maternal and child health services; and health emergencies. He is a certified trainer and mentor for integrated management of new-born and childhood illnesses (IMNCI) with supervision and mentorship skills in facility and community IMNCI and maternal health programs. He has combined skill sets for managing services delivery in primary healthcare settings and health systems strengthening projects and uses those them to resiliently build or strengthen weak health systems through empowering local staff to identify their work-related challenges and look for solutions in teamwork.
Finally, Dr. Ahabwe is a self-starter, naturally dynamic and a strategic thinker. He has multicultural experiences and knows how to nurture tactically excellent working relationships with stakeholders and demonstrates professional management. Dr. Moses holds a Medical degree from the National University of Rwanda and a Master’s degree in Public Health from Atlantic International University in USA. He did other important professional courses on which he builds his technical skills including international community health certificate course from the University of Oslo, Norway, basics of health economics with World Bank, Leadership development program with Management sciences for Health, healthcare surveyors’ training with Joint commission International and many more; and this enables him to be a multiskilled public health professional.

Secretary
David BUSERUKA, MSc
David holds a master’s degree in Development Studies with a specialization in Work, Employment, and Globalization obtained from the Erasmus University of Rotterdam-The Netherlands, prior to this he also has a bachelor’s degree in Social Sciences. He has 14 years of practical experience in Human Resource leadership and planning. His experiences in human resources range in Public Sector, International NGOs, and Private sectors. He started his human resource career with the Ministry of Public Service and Labour later he joined Rwanda National Public Service Commission and from there He joined Management Sciences for Health /MSH- as Technical Advisor, Human Resources for Health and Leadership, and in this role he provided human Resources management support to MoH and Health Facilities Countrywide. He completed the training of trainers in LDP+ while at MSH. He has a good experience and understanding of health facilities’ human resource management practices. He has done similar tasks in training hospital cadres in LDP with Kibagabaga and Masaka, Kibilizi Hospitals. He has facilitated the leadership management and governance training to the College of Medicine and as well he facilitated its integration into the University teaching Curriculum. Besides that, he also supported MoH to review and update National Strategy for Health Professions Development (NSHPD) 2020-2030 and facilitated the rapid analysis of staff turnover among the health professionals.

Primary Health Care Performance Management Project
PHC-PM

OVERVIEW
Primary health care (PHC) is the foundation of a strong health system and is critical to achieving universal health coverage (UHC), enhancing health security, and fostering healthier communities. PHC performance management represents a crucial process toward strengthening PHC systems and realizing better health outcomes for communities.
District health management teams (DHMTs) in Bugesera and Gicumbi districts of Rwanda have selected to participate in the multi-year PHC Leadership Development Program (PHC-LDP) as part of the PHC Performance Management Activity, funded by the Bill & Melinda Gates Foundation.
The PHC-LDP, characterized by experiential learning and performance management, aims to empower DHMTs to improve leadership and management practices, identify and tackle challenges within the health system, and achieve measurable results through increased PHC system performance and enhanced health outcomes.
APPROACH
This activity will promote a locally led and sustainable path toward improved PHC performance in line with the goals and objectives of the Ministry of Health of Rwanda. Active participation in the PHC-LDP will equip DHMTs with the necessary leadership and management skills to establish and realize a shared vision for strengthening PHC in their districts.
Leveraging routine operational data and available catalytic grant funding, DHMTs will implement and routinely monitor progress toward their results-oriented PHC action plans that will evolve over time based on continuous learning.




KEY ACTIVITIES
This activity consists of four main components
Data dashboards
Co-designed, integrated data dashboards will be developed using routine data through the Rwanda Health Analytics Platform (RHAP), a data integration and advanced analytics platform developed with the Rwanda Biomedical Center (RBC). DHMTs will utilize these dashboards to identify and track key PHC indicators, informing operational decisions and action plans.
PHC-LDP and Challenge Model
This six-month action-planning process will bolster DHMT leadership, management, and governance practices and use available resources to improve PHC performance. DHMTs will receive ongoing mentoring and coaching to review data dashboards and identify key priorities, actions, and needed resources. DHMTs will regularly monitor action plan progress, address obstacles, and make adaptations to their performance improvement approach.
Catalytic grant funding
Financial payments (paid as fixed obligation grants) will be provided to DHMTs, facilitating the implementation of their targeted action plans and promoting active PHC-LDP participation and reporting. DHMTs have full autonomy on fund execution, ensuring compliance with the activities outlined in their action plan.
Continuous inter- and intra-district learning
Collaborative learning during the LDP process will involve DHMTs routinely identifying and sharing challenges and best practices for PHC performance management. The activity will also foster cross-district collaboration, culminating in a national learning workshop.
